Nudging farmers toward disease-free shrimp technology with financial incentives: Experimental evidence from Bangladesh

Price discounts are a common policy tool to promote agricultural technology adoption in low-income settings, yet their effectiveness may be limited when farmers face uncertainty or have access to familiar alternatives. We test this through a randomized controlled trial with shrimp farmers in southwestern coastal Bangladesh, a region highly exposed to climate shocks. The government promotes Specific Pathogen Free (SPF) post-larvae (PL)—certified as disease-free—to reduce high mortality in shrimp farming. Farmers were randomly offered varying discount levels for two SPF-PL types, differing in size uniformity and market price (proxies for quality), with the highest discount reducing their prices to parity with conventional non-SPF PL. We find no significant effect of discounts on adoption of the lower-priced Mid-grade SPF-PL, characterized by less size uniformity. In contrast, discounts significantly increased adoption of the higher-priced, more uniform Premium-grade SPF-PL, raising uptake by 10–19 percentage points among active shrimp farmers. Larger discounts did not yield higher adoption than smaller ones, indicating diminishing returns to discount generosity. Heterogeneity analyses reveal behavioral and contextual mechanisms: prior exposure to Mid-grade SPF-PL reduced its subsequent adoption but increased responsiveness to Premium-grade, consistent with experience effects and reference dependence. Cyclone exposure dampened treatment responses, suggesting capital constraints, while infrastructure preparedness (e.g., nursing facilities) enhanced uptake. These findings underscore that in high-risk agricultural systems, price incentives alone may not drive adoption unless the promoted input is perceived as effective. Successful promotion strategies must integrate quality assurance with attention to farmer experience, behavioral biases, and vulnerability to shocks.

2023 Social Accounting Matrix for Bangladesh: A Nexus Project SAM

The 2023 Bangladesh Social Accounting Matrix (SAM) follows IFPRI's Standard Nexus SAM approach, by focusing on consistency, comparability, and transparency of data. The Nexus SAMs available on IFPRI's website separates domestic production into 42 activities. Factors are disaggregated into labor, agricultural land, and capital, with labor further disaggregated across three education-based categories. The household account is divided into 10 representative household groups: Rural and urban households across per capita consumption quintiles. Nexus SAMs support the improvement of model-based research and policy analysis in developing countries and allow for more robust cross-country comparisons of national economic structures, especially agriculture-food systems.

The agrifood system in South Asia: Pathways to sustainable healthy diets

South Asia is home to an estimated 2.08 billion people, making it the most densely populated region on the planet. This places immense pressure on the region’s agrifood systems to ensure that healthy and affordable food is available for all, a goal that can only be met by addressing today’s multiple interconnected challenges. Overcoming bottlenecks in agrifood systems — the networks of actors, activities, infrastructure, and policies that are involved in getting food from farms to mouths — requires data and evidence on the many elements of these complex systems. Moreover, that evidence must serve as a catalytic driver of change, which further requires strong partnerships between donors, researchers, civil society, industry, and policymakers.

This report begins with a summary of the latest evidence on diets in the region, and then traces the drivers of current diets, starting from the food environment experienced by consumers, back through the diverse markets and farm production, and finally looks at the role of social protection and agrifood policy. The chapters on diets include close looks at consumption of unhealthy foods, the (un)affordability of healthy diets, and behavioral and environmental drivers of food choice. Production-related chapters consider trade-offs between production and consumption as well as how farming households adapt to climate shocks. Other chapters review evidence on the roles of men, women, and adolescents at different points in agrifood systems. The final chapters address lessons learned from social protection and on structural variations in India’s agricultural value chains. Many of the chapters draw from surveys recently conducted in Bangladesh, India, and Nepal under the CGIAR Research Initiative on Transforming Agrifood Systems (TAFSSA).

More land, more diverse diets? Exploring production and consumption trade-offs in the eastern Indo-Gangetic plains

Public expenditure on agriculture, youth out-migration, and engagement in agriculture? Evidence from Nigeria

Theoretical models posit that migration decisions are driven by differences in economic opportunities across locations, including across rural and urban areas, which implies that increased rural investment can curb rural-urban migration and encourage engagement in agriculture. However, direct empirical evidence of this remains scant, especially on youth migration in Africa. We fill this knowledge gap by examining the effect of temporal changes in public expenditures for the agriculture sector (PEA) on rural youth’s migration and engagement in rural economies in Nigeria. We combine unique subnational data that capture PEA’s spatiotemporal variations and individual level youth data and estimate two-way fixed effects models. We find that a 1 percentage point increase (equivalent to a 25 percent increase) in the share of PEA, is associated with up to 0.9 percentage points reduction in youth’s out-migration. Conversely, an increase in PEA leads to increased youth engagement in farm activities. Our results suggest that public investments in rural economies can mitigate youth out-migration from rural areas. These results have important implications for informing youth and migration policies, especially in the context of Africa, often characterized by its youth bulge and the exodus of youth from rural areas because of perceived lack of economic opportunities.

Rewriting the rules: How U.S. tariff paths could reshape global trade

This paper examines how the recent shift in United States tariff policy could reshape global agricultural trade and influence the stability of food systems worldwide. Using the MIRAGRODEP computable general equilibrium model, the analysis evaluates three policy scenarios that reflect the current trajectory of trade tensions: the North America scenario, the Liberation Day tariff package, and a renewed U.S.–China tariff confrontation. The scenario results reveal distinct lessons. The North America scenario shows that deeply integrated regional markets are extremely sensitive to tariff shocks, and even moderate tariff increases within North America lead to significant disruptions in agricultural trade and measurable welfare losses for Canada and Mexico. The Liberation Day scenario demonstrates that unilateral tariff escalation reduces U.S. competitiveness across a wide range of agricultural products and triggers substantial trade diversion toward countries with preferential access, particularly Mexico, which becomes the primary beneficiary of redirected U.S. import demand. The China scenario highlights that renewed U.S.–China tariff escalation produces severe distortions, especially in oilseed markets, as prohibitive tariffs drive China to shift its purchases almost entirely toward South American suppliers, sharply lowering U.S. export prices and fragmenting global supply chains. Across all scenarios, global agricultural trade contracts, supply chains become less efficient, and food systems become more exposed to climate and geopolitical shocks. These findings underscore the need for predictable and coordinated trade policies that limit uncertainty rather than amplify it. Strengthening trade diversification, investing in supply chain resilience, and aligning economic and geopolitical objectives remain essential for safeguarding global food security in an increasingly unstable trade environment.

Accessing Aswesuma: Key findings on Sri Lanka’s new social protection program from the bright 2024-25 national survey

• We use the nationally representative BRIGHT 2024-25 survey to document Aswesuma access at the national and subnational level, and among poor and food-insecure households
• At the time of the BRIGHT 2024-2025 survey, the Aswesuma program covered 29.1% of the Sri Lankan population compared to just 18.8% of the population under Samurdhi in 2016: a 10.3 percentage point improvement. However, at the time of the survey, the Aswesuma program has still not reached its target of 35% national population coverage.
• Encouragingly, the largest expansion of cash transfer access was in upland (Estate) districts, who had limited access to cash transfers under the previous Samurdhi program
• Aswesuma access among poor populations was highest in the Estate sector (56%), followed by the rural (46%) and urban populations (44%)
• Aswesuma transfers are unlikely to reduce employment or other income-generating activities among the poor, as Aswesuma cash transfers only represent 19% of the expenditures of the poorest 20% of households, and just 10% for the next poorest group.
• While Aswesuma transfers may protect households against low calorie intake (hunger), Aswesuma households still have low-quality diets, under-consuming fruits, vegetables, dairy, and legumes in particular
• Nutritional knowledge is also much poorer among Aswesuma beneficiaries than the rest of the Sri Lankan population, particularly knowledge of key micronutrient-rich foods
• These results imply the need for a wide range of policy-oriented research and follow-up surveys on drivers of access to Aswesuma, but also impacts of Aswesuma on key welfare indicators
• There is also a need to explore and improve multisectoral coordination between Aswesuma and other programs on child nutrition and development, as well as women’s empowerment.

Implications of increased urbanization and consumer awareness on future food supplies in Tanzania

Tanzania’s food system faces increasing pressure from rapid urbanization, population growth, and shifting consumer preferences toward more nutritious and diverse diets. This study analyzes how these macro trends will affect national food supply needs by 2050 and identifies key policy entry points to ensure an efficient, sustainable, and equitable food system transformation.

Using census data (2012–2022) and the National Panel Survey (2020/21), combined with two international healthy diet benchmarks – the EAT-Lancet Reference Diet (ELRD) and the Hypothetical Micronutrient Adequate Diet (HMAD) – the report projects the required food supply volumes to provide all Tanzanians with healthy diets by 2050.

Tanzania’s population is projected to more than double, from 59.8 million in 2020/21 to 138.1 million by 2050, with the share of urban residents rising from 34.5% to 55.4%. This demographic shift implies that a relatively smaller rural workforce will need to feed a much larger and more urban population, requiring higher productivity and stronger rural-urban linkages.

Current diets in Tanzania are heavily dominated by cereals and sugar products and contain too few fruits, dairy products, and eggs (according to both healthy diet references) combined with insufficient amounts of vegetables (according to ELRD) as well as meat and fish products (according to HMAD). To assure a heathy diet for all by 2050, the supplies and consumption of food from these food groups must expand substantially. This not only requires that total annual food supplies increase from 24 million tons to 52 million tons (under ELRD) or 62 million tons (under HMAD), but certainly also that its composition change dramatically: vegetables by roughly 3 times of current supply; oils by 4 times; fruits by 5 times; dairy by 8 times; eggs by 10 times (under ELRD) and 37 times (under HMAD), and meat and fish by 4 and 8 times (under HMAD), respectively. In contrast, cereal and sugar production can remain stable or even decrease slightly without compromising nutritional adequacy.

Meeting these targets requires significant productivity gains. For key commodities such as milk, oranges, sunflower oil, tomatoes, and beans, yield improvements of 2-10 times current levels are needed, though still within feasible global productivity frontiers. Addressing post-harvest losses (PHL) and expanding processing, cold storage, and urban agriculture are possibly also critical avenues to reduce waste and improve food availability. From an environmental viewpoint, the study urges the adoption of sustainable intensification practices and climate-smart livestock management, with emphasis on reducing emissions per unit of output, diversifying protein sources toward fish and poultry, and improving logistics and market inclusion for smallholders.

In policy terms, the report highlights alignment between its findings and Tanzania’s Agriculture Master Plan (2024), noting that 12 of the 20 government-prioritized commodities (e.g., banana, avocado, tomatoes, sunflower, beans, and dairy) are also essential for future healthy diets. However, important food items such as eggs, onions, leafy vegetables, mangoes, and oranges remain underemphasized and deserve greater policy focus. The agenda on PHL, though formally acknowledged, is also inadequately mainstreamed into Tanzania’s broader agricultural policy framework.

In conclusion, achieving healthy diets for all Tanzanians by 2050 will require, in addition to raising nutrition awareness and improving economic affordability among the population:
• A more than doubling of total food supplies with major shifts toward nutrient-rich foods,
• Substantial agricultural productivity and efficiency gains,
• A stronger emphasis on reducing PHL and strengthening urban food systems, and
• A coordinated policy focus on nutrition-sensitive and environmentally sustainable production.

Water insecurity in Sri Lanka, 2024-2025: Evidence from the 2024-2025 BRIGHT survey

We assess water insecurity in Sri Lanka using the BRIGHT Integrated Household Survey data for 2024-2025.
Key Findings
• Compared to the 2016 DHS data, the 2024 BRIGHT results show moderate improvements in access to improved drinking water sources. Estate sector households show the greatest relative improvement, with the share using improved water sources increasing by approximately five percentage points. This shift is driven primarily by a 15-percentage-point rise in the use of protected wells, although nearly half (49%) of estate households continue to rely on rivers, springs, or tank water.
• Most households in Sri Lanka report few insecurity experiences, and are therefore mostly water secure, with 90% not experiencing water insecurity.
• Differences between groups are subtle and occur mainly between marginal and low levels of water security, rather than between fully secure and insecure households.
• 68% of estate households (households on plantations), experienced at least water insecurity experience compared to only 28% of urban households and 33% of rural households.
• Households in dry agroecological zones face slightly higher risks water insecurity (11%) com-pared to 9% of in both intermediate and wet zones.
• Poverty is a key predictor of water insecurity. The poorest households are 6.8 times more likely to experience extreme water insecurity than the richest households.
• Sri Lanka has lower levels of water insecurity than most other lower-middle income countries but needs to address poor water security in populations left behind. Improving water security in estate areas and in the dry zone should be national water security priorities

Conflict and agricultural inputs: Impacts on maize yields in Nigeria

While standard agronomic recommendations advocate for increased application of inorganic fertilizer to boost maize yields across sub-Saharan Africa, there is limited understanding of how violent conflict influences smallholder farmers’ fertilizer demand, yield responses, and the overall profitability of fertilizer use. This study addresses this gap by analyzing how exposure to conflict affects input use decisions and the economic returns to fertilizer among maize farmers in Nigeria. Using detailed household-level data and spatially referenced conflict events, we estimate maize yield response functions with respect to nitrogen application and assess the profitability of fertilizer under varying levels of conflict exposure. Our findings reveal three key results. First, the marginal physical product (MPP) of nitrogen is low across the study sample, indicating limited agronomic responsiveness. Second, conflict exposure significantly reduces the likelihood and intensity of fertilizer use, suggesting that insecurity constrains both input access and willingness to invest. Third, conflict lowers the MPP of nitrogen even further, thereby reducing the marginal value-cost ratio (MVCR) and undermining the profitability of fertilizer use. These results highlight the importance of considering conflict as a key external factor that distorts input-output relationships in agricultural production. Insecurity not only affects access to inputs through higher prices and disrupted supply chains, but also alters expected returns, making fertilizer investments less attractive for risk-averse farmers. Recognizing the effects of conflict on fertilizer use and yield response is essential for designing more effective input subsidy programs, targeting strategies, and resilience-building interventions in fragile agricultural systems.

Gender, nutrition-sensitive agricultural interventions, and resilience: Evidence from rural Bangladesh

We assess whether a gender- and nutrition-sensitive agricultural interventions, fielded in rural Bangladesh, aimed at improving food production diversity enhanced resilience and whether impacts persisted post-intervention. Four years post-program, treatment arms that included both agriculture and nutrition training reduced the likelihood that households undertook more severe forms of coping strategies during the Covid-19 pandemic. There were persistent improvements in household consumption and diet quality; impacts were largest for poor but not the poorest households in our sample. Underlying these results were the long-term beneficial impacts on women’s agricultural knowledge, agency, and increased engagement in agricultural activities.

Farmers agronomic management responses to extreme drought and rice yields in Bihar, India

In 2022, the Indian state of Bihar experienced its sixth driest year in over a century. To document the consequences and farmer responses to the meteorological drought, real-time survey data was collected across 11 districts of Bihar. We then developed a causal machine learning model to quantify drought impacts on rice production and to characterize how access to affordable irrigation from electric pumps mitigated productivity losses. This model addresses the empirical challenge of conducting a counterfactual causal analysis when a factor like drought affects nearly all sampled farmers. In the 2022 event, drought led to rice acreage reduction, transplanting delays, damage to seedling nurseries, and higher use rates of supplemental irrigation. For fields that were planted, average yield losses from water stress were estimated as 0.94 t/ha (∼23 % yield loss) with these losses reduced by 0.3 t/ha in fields with access to electric tubewells. Agronomic management practices such as earlier transplanting were also identified as complementary strategies that increased the adaptation value of investments in irrigation. To reduce the impact of drought in Bihar, additional investments in electric irrigation infrastructure are needed along with focused extension efforts and decision support systems that empower farmers to make economically and sustainably rational use of available water resources to maintain yield and profitability.

Multidimensional poverty and vulnerability in Sri Lanka, 2024-2025

We assess multidimensional poverty and vulnerability in Sri Lanka using the BRIGHT Integrated Household Survey data for 2024-2025.
Nearly one quarter of all Sri Lankans are multidimensionally poor, and nearly one half are multidimensionally vulnerable.
The multidimensionally poor are deprived in 45% of the weighted poverty indicators, while the multidimensionally vulnerable are deprived in 37% of the weighted vulnerability indicators.
Estate areas have the highest rates of multidimensional poverty (63%) and vulnerability (83%), but most of the multidimensionally poor (77%) and vulnerable (79%) live in rural areas because nearly 8 out of 10 Sri Lankans live there.
Central province has the highest multidimensional poverty rate (38%), while Northern (75%), Eastern (65%), and Uva (60%) provinces have the highest multidimensional vulnerability rates.
Western province has one of the lowest multidimensional poverty rates (17%) and the lowest multidimensional vulnerability rates (35%).
The main sources of multidimensional poverty are health deprivations and standard of living (assets and basic services) deprivations.
The main sources of multidimensional vulnerability are shocks, unproductive debt, poor health, and inadequate schooling.

Policy Implications for Sri Lanka:
The government of Sri Lanka should consider using multidimensional poverty and vulnerability measures to re-assess district-level poverty for the first-stage allocation of Aswesuma resources.
Refinements and/or extensions of these multidimensional poverty and vulnerability measures could prove useful for assessing potential policy levers for reducing current poverty and the vulnerability of households to future poverty.

Agroecology and Integrated Rice– Fish Systems: Pathways to Food and Nutritional Security in Eastern India

Integrated Rice Fish Systems (IRFS) offer a viable substitute for rice monoculture. They efficiently use the rice field ecosystem’s inherent productivity and available resources to provide the farming community with better economic and nutritional gains. IRFS adoption remains poor in Eastern India, despite favorable geographic conditions, natural resource availability, traditional knowledge, necessity for economic growth, and preference of rural communities for a rice and fish-based diet. To investigate whether agroecology (AE) could accelerate an IRFS-based transition towards food and nutritional security (FNS), this review of 194 scientific articles on IRFS from 2004 to 2024 documented the AE traits of IRFS and their relevance to addressing FNS. The current IRFS of Eastern India were assessed, first through a rapid review process to identify their qualitative traits consistent with AE. Next, we evaluated IRFS’ impact on FNS. In total, IRFS has shown 52 traits relevant to AE principles and that address FNS. Among 13 AE principles, seven have been considered primary impact creators of FNS. Impact may be accelerated with strategies such as crop diversification, mixed crop-livestock systems, and farmer-to-farmer networks. Fish play a significant role in IRFS by preserving ecological and socioeconomic equilibrium, supporting livelihoods, income, and community engagement. In Eastern India, an analysis of five distinct IRFS types identified qualitative features that could support a maximum of 10 relevant AE principles, but for which pertinent empirical evidence was lacking. Although IRFS could potentially boost smallholder income, FNS, and overall productivity, Eastern India would need to address seven significant challenges, including initial investment costs, vulnerability to natural disasters, hilly terrain, loss of indigenous fish varieties, environmental impacts of inputs, land-use change, limited technical knowledge and financial constrains among the farming communities. AE frameworks can support scaling up IRFS adoption and diffusion through a holistic approach to performance evaluation and creating appropriate strategies and guidelines.

Signaling, screening, or sunk costs? Experimental evidence on how prices affect agricultural technology adoption in East Africa

Free samples are a widely used strategy to introduce new products or technologies, offering prospective users the opportunity to gain firsthand experience and potentially facilitate diffusion through social networks. However, concerns remain that giving away products for free may reduce their perceived value, increasing the risk that recipients will underutilize, repurpose, or resell the product rather than use it for its intended purpose. We explore three mechanisms through which charging a positive price may increase uptake, intended use and subsequent adoption of a new technology: (1) a signaling effect, where a positive price conveys higher product quality; (2) a screening effect, whereby payment deters users who do not value the product and targets those more likely to use it; and (3) a sunk cost effect, where paying a positive price induces a psychological commitment to use. We test how these pricing mechanisms shape uptake, use, and subsequent adoption of recently released seed varieties of staple food crops, drawing on a field experiment with smallholder farmers in Uganda and Ethiopia. We find that willingness to pay is a reliable predictor of subsequent use of seed trial packs, pointing to the value of modest prices for targeting likely adopters. At the same time, sunk cost effects are context specific and often negative, suggesting that charging farmers can reduce their ability or willingness to experiment. These findings carry important implications for how pricing strategies can be designed to promote technology adoption in low-income settings.

Cash, food, and vouchers: An overview of the evidence

The choice of different modalities for transferring resources to extremely poor households—food provided in-kind, cash, or intermediate modalities such as vouchers—has long been the subject of active debate in both policy and research. This note provides an overview of the recent evidence around the relative effectiveness of cash and food aid, drawing on studies conducted over the last 20 years around the world.

Each modality has some potential advantages. Cash transfers are flexible in allowing recipients to use resources to meet a range of material needs (including, but not limited to food); and when they do choose to purchase food, allows them to choose a basket of items that is optimal based on their preferences. (The corresponding disadvantage of food transfers is that if recipients de sire nonfood items, they have to resell food for funds, often at a nontrivial transaction cost.) Cash transfers are often easier and lower-cost to deliver (particularly given the substantial growth of electronic payment systems) compared with the more complex logistical requirements of delivering food, especially perishable food. They are also generally less observable, potentially rendering them less likely to generate stigma or demands for sharing from nonrecipients. Cash can also have indirect beneficiaries through positive spillover effects in the local economy, though the evidence base for this is not large, and suggests that spillovers may be negative in some contexts.

Taking stock: Impacts of 50 years of policy research at IFPRI

As the International Food Policy Research Institute (IFPRI) marks its 50th anniversary, the Institute and its key stakeholders pause to take stock of what is known about its policy influence and impact over the years. What does the available evidence tell us about IFPRI’s achievements as an international research institution? Have its activities contributed to better policy and investment decisions by governments, development agencies, nongovernmental organizations, the private sector, and others involved in the economic and social development of low- and middle-income countries (LMICs)?

This report builds on a stocktaking paper published for IFPRI’s 40th anniversary, whose findings were generally favorable, by using more recent external sources of evidence to provide updated answers to these questions. It synthesizes bibliometric and download data, as well as a series of independently conducted impact assessment studies of many of IFPRI’s research programs and projects. This task has been facilitated by the availability of 40 such evaluations, commissioned by IFPRI, the CGIAR Research Programs on Agriculture for Nutrition and Health and on Policies, Institutions, and Markets, or project donors. Additionally, other agencies commissioned several evaluations of specific country and regional policies that IFPRI helped influence. This wealth of independent assessments is rare for a policy research institution. Moreover, IFPRI’s commissioning or co-commissioning of 36 impact assessments over 25 years demonstrates a serious commitment to an impact evaluation culture and a willingness to learn from its experiences.

This note documents how CGIAR investments have delivered substantial economic, benefits for Canada while reducing global poverty and food insecurity. By driving agricultural innovation and providing evidence-based insights, CGIAR has boosted Canadian farm productivity, expanded export markets, and made food more affordable for Canadian consumers. It has also helped prevent billions of dollars in potential damage from pests and diseases that threaten Canadian farm livelihoods. CGIAR investments are likely to continue benefiting Canadian farmers in the future as the CGIAR continues to provide a large share of genetic materials for plant breeding. These genetic materials will be essential to the discovery and development of new traits that increase yields and benefit Canadian farmers in the future. CGIAR research will continue to support the work of Canadian partner institutions and promote demand for Canadian exports by fostering economic growth in low- and middle- income countries.

Graduating from Ethiopia’s Productive Safety Net Programme: What have we learned?

Ethiopia’s Productive Safety Net Programme (PSNP) – one of the largest social protection programs in Africa – has improved food security and strengthened recovery from shocks, yet it has achieved limited progress in raising incomes or diversifying livelihoods. In response, policymakers have layered graduation models onto the PSNP to promote sustainable self-reliance. This note synthesizes evaluation evidence from NGO- and government-led initiatives. NGO-led intensive, high-cost models increased assets and incomes in the short to medium term but rarely enabled households to exit the program. NGO-led lighter-touch approaches improved resilience but delivered minimal gains in overall well-being. Government-led efforts have faced persistent delivery challenges, including overstretched systems, weak credit access, and limited market linkages. Broader structural constraints, such as shrinking landholdings, scarce nonfarm opportunities, and recurrent drought and other shocks, further undermine the promise of graduation programming in this context. The review highlights six policy lessons on design, financing, and integration with broader development strategies to shape more effective approaches going forward.

Women's empowerment in Ghana's agriculture sector: Insights from the Women's Empowerment in Agriculture Index

Global food security impacts of extreme weather events and occurrence of breadbasket failures

Agricultural yield shocks are frequently correlated across countries and much of the recent literature concludes that both the volatility of shocks and the extent of correlations across countries are likely to increase substantially with climate change. Given this background, it seems important to consider the potential impacts of large, synchronized yield shocks in both developing and developed countries. These shocks are examined using IFPRI’s MIRAGRODEP model and the linked POVANA household models to assess the impacts on real incomes, food prices, poverty and food insecurity. The results of a 25% reduction in productivity in South Asia and Eastern and Southern Africa are compared with a similar productivity reduction in Europe and North America. The results make clear that the adverse impacts on global poverty and food security are much more severe when the shock originates in developing countries. The results point to a need for quite different policy responses in the case of a multiple breadbasket failure arising in the global south, rather than—like the three most recent food crises—in the global north.

Women’s control over income and household spending decisions: A rapid review

Often-cited studies show that when women influence or control household spending decisions, they tend to spend in ways that improve the welfare of their household. However, these studies are decades old, and the most recent review of this evidence was published over a decade ago (see Doss 2013). We present a rapid review of this literature since 2013 on women’s relative bargaining power over household resource allocation and its relationship with key well-being outcomes. Specifically, we review the evidence to answer the following questions: 1) Does women’s control over income within the household influence household expenditure patterns?; 2) Does the source of women’s income matter for spending decisions?; and 3) Does the amount of women’s income matter for spending decisions?

We employ a rapid review approach to identify research published since 2013 that focuses on how women who have influence or control over spending decisions allocate those resources and associations with well-being outcomes. Utilizing key search terms and clear selection criteria, we identified 46 papers. Most studies represent sub-Saharan Africa. They employed a range of methods and represented a mix of observational and experimental (or quasi-experimental) designs. Most studies did not specify the source of income, but we did identify those focused on income from agricultural or off-farm activities, remittances, and cash transfers.

Our review of the literature since 2013 has generally found evidence that is consistent with the research prior to 2013, but more convincing as there has been an increase in causal evidence published. Compared to men, women prioritize spending on investments in children, their education, food – including more diverse and nutrient-dense foods – and on healthcare regardless of income source. Overall, women’s influence over resource allocation decisions tend to promote equitable distribution of money to boy and girl children. We see mixed results around how women prioritize investing in savings compared to men; several studies indicated women prioritize savings more than men but do so for different reasons, although one study in a matrilineal society indicated that women prioritize food budgets at the expense of building savings. And finally, there is consistent evidence that the share of household budgets spent on adult goods or vices (primarily alcohol and tobacco) reduces when women have higher relative bargaining power over how these resources are allocated. Few studies considered how the amount of money influenced women’s ability to allocate it, suggesting that women may be able to influence spending over smaller amounts of resources compared to larger expenditures.

To address gaps identified in the literature, future studies could look across income from different sources to understand whether women have greater influence or control over certain income streams compared to others, or how the source of income may influence how the money is allocated. They could also explore the relative amount of income women can control and how women’s control over income fluctuates as total household income changes. We recommend a systematic evidence review to assess the different levers influencing women’s relative bargaining power over resource allocation within a household and understanding the outcomes of women’s bargaining power.

Gender attitudes in agriculture and positivity bias: A survey experiment in four countries in Sub-Saharan Africa

Extensive prior research has demonstrated that reducing gender discrimination enhances women’s empowerment, promotes more inclusive livelihoods, increases agricultural productivity, and improves other development outcomes. This study aims to contribute to documenting and informing the measurement of gender attitudes that relate directly to reaching, benefiting, and empowering women through agricultural innovations. By analyzing data from 8,051 survey respondents across study sites in Democratic Republic of the Congo, Ethiopia, Nigeria, and Rwanda, our findings emphasize both commonalities and differences in gender attitudes across different contexts. Furthermore, by including a survey-based experiment during data collection, we assess whether gender-attitude statements vary depending on whether they are presented in a positive frame (focusing on equality) or in a negative frame (focusing on inequality). On average, rural women and men respondents across all countries supported more than half of the gender-equality statements. Some gender-inequality attitudes persisted across the four countries but varied in magnitude and by location, age group, and specific statement or theme. Framing matters: respondents exposed to a positive framing supported 16 percent more gender-equality statements than those exposed to a negative framing. The study highlights two main implications. First, the findings indicate the importance of considering both restrictive
attitudes and those that reflect gender-equality opportunities as being in the vanguard. Accordingly, gender-focused interventions should adopt strategies that challenge normative
views of women as supporting rather than leading actors in agriculture and economic activities. Second, gender-attitude measures do not perfectly align with country-level gender-equality
indicators or with empowerment at the intrahousehold level. They therefore capture a distinct dimension and merit their own indicators.

Displacement and development: Evidence from a graduation program for Somalia’s ultra-poor

While the population of internally displaced people around the world continues to grow, evidence around strategies to sustainably enhance livelihoods among IDPs remains extremely limited. We present findings from a randomized trial of an ultra-poor graduation program targeting IDPs in urban Baidoa, Somalia; the intervention pro-vided cash transfers, an asset transfer or technical training program, and facilitated savings groups. Our findings suggest that two years following program launch, the intervention has led to significant increases in consumption, assets, and savings; however, these effects seem to be driven almost exclusively by increased livestock production. An exploration of heterogeneous effect using generalized random forest methods further suggests that the positive effects of the treatment are dramatically larger for smaller households characterized by lower dependency ratios.

Women’s leadership in agrifood governance: Unpacking gender attitudes and framing effects among policymakers with evidence from India and Nigeria

Women’s leadership in policy processes and formal institutions is a powerful pathway to gender equality and women’s empowerment at scale, yet relatively little is known about how key decision-makers who influence access to these positions perceive women’s leadership and how those perceptions can shift. This paper draws on original survey data from 407 elites from 274 agrifood organizations in India and Nigeria to examine elite gender attitudes, their responsiveness to framing interventions, and how these attitudes relate to support for policies promoting gender equality. Specifically, we ask: how do elites in agrifood governance perceive women’s leadership, and how responsive are these perceptions to a targeted framing intervention? We find that elites are substantially more supportive of women’s leadership than the general public in the same countries, yet male elites in particular still express strong endorsement of the idea that men make better leaders. Over half of male elites in our sample in both countries agree that men make better political leaders. A randomized framing experiment embedded in the survey shows that men’s attitudes toward women’s leadership are significantly influenced by how women’s capabilities are framed. Messages emphasizing women’s equal rights and capabilities reduce male elites’ support for gender-unequal statements compared to frames that ask individuals to reject the idea of male superiority. Female elites’ attitudes are more supportive overall and unaffected by framing. These findings suggest that gender messaging strategies should center on positive, equality-based frames, and that elite attitudes are critical to scaling women’s leadership in agrifood governance.

Ethical use of artificial intelligence in food, land and water systems research: A guide for equity and inclusion

This document aims to support CGIAR researchers and their partners by providing guidance, recommendations and resources on ethical considerations in using artificial intelligence (AI) in food, land and water systems (FLWS) research and practice with attention to equity and inclusion dimensions. This toolkit complements the GENDER Impact Platform Ethics and Standards Toolkit and aligns with CGIAR’s core ethical values outlined in the CGIAR Ethics Framework and the CGIAR Research Ethics Code.

In response to the rapid development and adoption of emerging AI technologies, the toolkit presents key issues and practical recommendations for researchers to consider across the research cycle, drawing on a comprehensive literature review and interviews with experts in AI ethics and social inclusion.

AI systems, as used in this context, refer to technologies that mimic aspects of human cognition and behavior—interpreting real-world data, generating predictions, and adapting through continuous learning (Benefo et al. 2022; Fu 2022; Manning et al. 2022). These systems are increasingly central to a suite of AI and agricultural technologies poised to transform FLWS research: not only in how we conduct research and generate insights, but also in how we define best practice for gender-related research and understand the downstream impacts of our research outputs.

Integrating Gender in Cost-Benefit Analysis of Climate Interventions: Training Guide for the Regional Universities Forum for Capacity Building in Agriculture (RUFORUM)

This guide provides a practical framework for conducting Cost–Benefit Analysis (CBA) of Climate Information Services (CIS) within agricultural and rural development contexts. Developed under the AICCRA–RUFORUM partnership, it equips practitioners, researchers, and students with methods to quantify the economic and social value of CIS interventions. The manual introduces key CBA principles, data requirements, valuation techniques, and participatory approaches for assessing benefits to farmers and decision-makers. Through examples, exercises, and case illustrations, the guide promotes evidence-based planning and investment in climate services, strengthening institutional capacity for integrating economic analysis into climate-smart agriculture initiatives across Africa.

External assessment of outcomes from IFPRI’s causal impact evaluation research 2012–2022

This report describes methods and findings from an assessment of the International Food Policy Research Institute’s (IFPRI) causal impact evaluation (CIE) research over the period 2012–2022. CIE research is recognized within IFPRI as one of its primary means for contributing to informed policy and program decisions and thus forms a key part of one of its impact pathways. Appendix A contains the terms of reference (TOR) for the study. The main goal was to examine how the outputs of this research were used by stakeholders to make decisions. Many of the impact evaluations considered were conducted in partnership with donors and implementing organizations eager to know the effectiveness of their programs and interventions.

Agricultural mechanization policy in Bangladesh: An assessment of the phase III support program and recommendations for reform

This report assesses Bangladesh's Phase III agricultural mechanization support program (2020–2024), examining the distribution, impacts, and governance of subsidies for agricultural machines—particularly combine harvesters (CHs). We analyze program effectiveness and identify critical imple mentation gaps using mixed-methods research combining administrative data analysis; a representative survey of 979 Machinery Service Providers (MSPs), including 400 CH MSPs sampled across 10 districts representing Bangladesh’s major agroecological zones and mechanization intensity; panel data from over 2,000 nationally representative Boro rice–producing households; and 128 qualitative interviews to analyze program effectiveness and pinpoint critical implementation gaps.

Uncovering the pathways to gender equality and women’s empowerment through agricultural research for development: Lessons from the Feed the Future innovation labs

Gender equality and women’s empowerment are important development goals for their intrinsic value as well as for achieving other important wellbeing outcomes, such as improved health, nutrition, and food security. Agricultural research for development plays an important role in understanding gender relations, dynamics, and inequalities and in identifying effective strategies and interventions to achieve these goals. The Feed the Future Innovation Labs (ILs) were initiatives supported by the United States Agency for International Development (USAID) and led by U.S. universities, in partnership with international and national research institutes, with the aim to achieve poverty reduction, food security, nutrition, and resilience objectives. The ILs also aimed to facilitate women’s empowerment and address gender inequality in agri-food systems (AFS).

This study aims to document, categorize, and identify learnings from gender-related research produced by the ILs through an extensive desk review and key informant interviews (KIIs) with gender focal points, researchers, and directors at the ILs. While recognizing the importance of capacity building for gender-related research, we only look at research products and do not review capacity building or other training materials for gender-related research produced by the ILs. As this study is focused on understanding gender-related learnings, we also do not include gender-blind research products produced by the ILs. Based on the final set of research outputs that have at least some focus on gender, we then analyze the gender-related research findings using the reach, benefit, empower, and transform framework. In addition, we also explore the factors that enabled ILs to prioritize and produce gender-related research and learnings.

We draw lessons about the types of research studies that have been carried out under the ILs and the insights that can be gleaned from these studies for designing agricultural innovations and interventions and understanding what works to address gender inequalities in agrifood systems. Much of this work was gender focused and diagnostic or formative. Fewer research studies employed causal methods to understand how interventions are influencing gender equality and women’s empowerment in agriculture. Only a subset of research focused on specific innovations or interventions, which suggests more research is needed in this area, particularly as new innovations are being tested and scaled, as was the objective of many of the ILs. We highlight areas where additional research is needed to inform investments and interventions going forward, such as an increase in integrating gender-informed approaches in research across disciplines, gender-related research that employs causal methods, and in understanding the impacts of interventions that are gender-transformative. Finally, we identify key enabling factors that helped ILs prioritize gender integration, such as institutional leadership’s support for gender integration, sufficient time and budgets earmarked for gender work and staff, and ensuring staff responsible for gender-related research have requisite skills, expertise, and communication skills to work across interdisciplinary teams. Current and future agricultural research for development projects should prioritize gender-related research across their portfolios to strengthen attention to understanding how innovations and interventions can influence gender equality and women’s empowerment in agriculture.

Lessons on methodologies to assess women’s empowerment from two agricultural and livestock project portfolios

To assess broader trends and impacts on women’s empowerment through agricultural development interventions, there is a need to compare projects and their impacts. This paper is based on the experiences of the Cultivate Africa’s Future (CultiAF) and the Livestock Vaccine Innovation Fund (LVIF) project portfolios implemented in African and Asian countries. We draw lessons from the constraints and opportunities of using standardized tools for measuring women’s empowerment, such as the project-level Women’s Empowerment in Agriculture Index (pro-WEAI) and the Women’s Empowerment in Livestock Index (WELI) tools. We also make recommendations for the improvement of these tools and their use.
We conclude that, while these tools measure individual and household-level empowerment, complementary methods are needed to capture broader societal changes. The length of
the tools has resulted in concerns about respondent fatigue, but balancing the need for comprehensive data with respondent burden is important. Streamlined versions of the pro-WEAI and the WELI could be useful for projects not primarily focused on empowerment. Proper interpretation of empowerment data is emphasized in this paper, with comparisons across time, gender and projects identified as being key to meaningful insights. The paper also underscores the importance of consistent measurement to ensure valid results.
These learnings can inform improvement of the tools to better identify the best approaches to support women’s empowerment in agriculture and livestock. The learnings will also be useful for development and research organizations implementing portfolios of projects with women’s empowerment objectives and for developers of pro-WEAI tools, WELI tools and similar tools for measuring women’s empowerment.

Remittance trends in Myanmar: January - June 2024

Remittances have emerged as an important source of income for households in post-coup Myanmar. This paper utilizes data from the seventh and fourth rounds of the Myanmar Household Welfare Survey (MHWS) to analyze remittance trends between January and June 2024 with trends from July to December 2022. These two rounds are compared because they both contain detailed questions on remittances.

Between January and June 2024, 16 percent of households received remittances from at least one member who was residing overseas or in a different state or region. This comprises nine percent of households receiving remittances from migrants outside of Myanmar and eight percent of households receiving remittances from migrants within Myanmar. Around 12 percent of households received remittances from a single migrant and four percent of households received remittances from two or more members. In any three-month period between January-June 2024, more households in Kayin, Mon, and Tanintharyi received remittances than households in other states/regions.

Among households that received remittances from within Myanmar, they received an average of MMK 173,768 per month (about 49 USD). Households that received remittances from outside of Myanmar received around MMK 499,386 per month (about 141 USD), significantly higher than the amount from migrants within Myanmar. Reliance on remittances among recipients has grown since 2021. Remittances made up 33 percent of household income between September 2021 and February 2022, compared to 45 percent of household income between January and June 2024. Finally, budget share of international remittances increased from 15 percent of household income between September 2021 and February 2024 to 26 percent between April and June 2024, underscoring the growing importance of remittances from abroad for household welfare in Myanmar.

Kisan credit card and smallholder farmers’ economic performance in eastern India: A panel data analysis

Farmers in India continue to be deprived of adequate and timely institutional credit. The Kisan Credit Card (KCC) scheme, introduced in 1998, sought to address this issue by providing credit support under a single window with simplified procedure. Using a panel data of 2,586 farming households from five states in Eastern India, namely, Bihar, Uttar Pradesh, Jharkhand, Odisha, and West Bengal in 2018 and 2023, we examine the determinants of access to KCC and its credit limit. We also analyze the impact of KCC on farmers’ input usage, dependence on moneylenders and farm income using propensity score weighted fixed effects model which controls for selection bias and unobservable time-invariant heterogeneities. We find that farmers’ participation in agricultural training, demonstrations and development programs encourage farmers to adopt KCC. Furthermore, KCC access increases farmers’ input usage and reduces their dependence on money lenders. This evidence comes from an economically challenged region whose economy significantly depends on agriculture. The findings of the study raise concerns over the limited penetration of the scheme among smaller-scale farmers and provide key insights into the underlying issues hindering the efficacious functioning of the scheme.

Applying an integrated engagement model to support country-led food systems transformation: Insights from the SHiFT Initiative's approach in Viet Nam, Ethiopia, and Bangladesh

From 2022-2024, the CGIAR Research Initiative on Sustainable Healthy Diets through Food Systems Transformation (SHiFT) combined high-quality nutritional and social science research with development and policy partnerships to generate innovative food systems solutions that contributed to sustainable healthy diets. Through a country-led approach, SHiFT supported the design and implementation of national food systems transformation activities in Viet Nam, Ethiopia, and Bangladesh, aiming to achieve sustainable healthy diets while also working toward improved livelihoods, gender equity, and social inclusion. Following the 2021 United Nations Food Systems Summit (UNFSS), countries were encouraged to define pathways for transforming their food systems to align with the 2030 Agenda and Sustainable Development Goals (SDGs).2 Many countries have since developed national action plans to operationalize these pathways, requiring coordinated multisectoral efforts. SHiFT contributed to this process by generating evidence and supporting national stakeholders in developing context-specific food systems solutions. This brief introduces SHiFT’s country engagement strategy and explains how SHiFT supported collaborative pathways and processes in each target country during its initial phase. Consumers and Food Environments, Area of Work 1 in the new CGIAR Science Program on Better Diets and Nutrition, will build upon the SHiFT approach starting in 2025 through 2030.

Development readiness

Why do some systems move while others stall—even when resources, plans, and intent appear similar? This paper introduces the concept of development readiness as one way to understand and address this question. Development readiness is defined as the capacity of a system to act—at the right time, at the right scale, and with purpose—whether in response to crises or in pursuit of development goals. It emerges when kinetic capacity (the ability to move people, goods, and services) aligns with negotiation capacity (the ability to coordinate, decide, and resolve), conditioned by activation costs (tangible and intangible obstacles) and option value (flexibility to act under uncertainty). A conceptual framework based on these four operational forces is set out and illustrated with real-world examples. A structured research agenda and strategy emerges, along with implications for investment and operations. The case illustrations demonstrate that the development readiness framework applies equally at national, sectoral, and organizational levels, with wide-ranging applications—from scaling innovations, accelerating service delivery, and strengthening value chains, to deepening climate resilience and enabling coordinated action in crisis-prone and institutionally fragmented settings.

Developing a regional cooperation strategy for scaling up climate-smart agriculture in South Asia

Climate change being a global environmental problem, a cooperative approach involving all the sovereign countries is required to achieve an optimal solution. Caused by the accumulation of greenhouse gases (GHG) in the atmosphere, including carbon dioxide, methane, nitrous oxide, and hydrofluorocarbons, climate change has global effects that are independent of the geographical sources of these emissions. However, the adverse impacts of global warming and extreme weather events associated with climate change are not uniformly distributed, as vulnerable populations in less-developed countries bear the brunt of the damage. Some of these climate-vulnerable nations contribute less than 1 per cent of global GHG emissions, including Bhutan (0.0057%), Sri Lanka (0.072%), Nepal (0.105%), and Bangladesh (0.522%) in South Asia.

What do we know about the future of agrifood systems in Southeast Asia?

The food systems of Southeast Asia (SEA) are projected to be under increasing pressure due to multiple drivers, including population growth, urbanization, biodiversity loss, and the uncertainties stemming from climate change.

Rice and fish will remain staple foods and the backbone of diets in the region’s rural and urban areas. In 2019, SEA produced 72 percent of the world’s aquatic food products and 25 percent of the world’s rice. Rice accounts for 50 percent of calorie intake for its population, while fish contributes more than 50 percent of per capita average animal protein intake. These shares are expected to rise over the next several decades due to population growth.

Production and consumption of staple foods are expected to fall due to the impacts of climate change, potentially jeopardizing food and nutrition security in the region and beyond. The projected magnitude of climate change impacts on rice production varies greatly, depending on the models used.

Previous regional foresight studies have explored the implications of climate change on food production in SEA, but other driving forces and outcomes of food systems transformation have received less attention.

What do we know about the future of food systems?

Food systems have achieved remarkable progress in recent decades, but moving forward, they will face significant challenges in delivering the many outputs and services we expect and need. This book presents a collection of short chapters on the current state of knowledge about different aspects of the future of food systems, written by a diverse group of scientists from around the world with expertise in a wide range of related disciplines and regions.

Each chapter examines a particular aspect of food systems, describes recent trends and challenges that highlight the importance of the topic, summarizes the latest available foresight research on that topic, and identifies key gaps in existing foresight research that merit further attention. In a world of complexity and uncertainty, the goal of this book — and the purpose of foresight analysis, more generally — is not to predict the future with precision, but rather to carefully consider and present what can be known about possible future pathways in order to inform choices today.

The collection includes 15 chapters focused on major drivers and impacts of change in food systems, 11 chapters that provide regional and national perspectives on the future of food systems, 7 chapters on the future of major food commodities, and 3 chapters on food systems measurement and modeling tools. The contributors come from across CGIAR and many other partner research institutions around the world. This collection was begun as part of the CGIAR Research Initiative on Foresight during the 2022–2024 period and completed as part of the ongoing area of work on foresight and prioritization under the CGIAR Science Program on Policy Innovations.

Double burden or Newfound freedom? Women’s empowerment amid large-scale male labor migration from rural Tajikistan

Labor migration is generally motivated by the prospect of higher earnings abroad, and many migrants support their left-behind household members through remittances. Migrants’ long-term absence from home may, however, also affect intra-household dynamics among those remaining behind. Relying on primary qualitative data as well as quantitative data from 938 married women, we analyze empowerment impacts of migration on women in rural southern Tajikistan. Tajikistan is one of the most remittance-dependent countries in the world. A large share of young men migrates internationally, leaving behind – and often supporting – a multi-generational household. Yet, strong social norms limit the decision-making power and mobility of women, particularly of young women. Whereas senior women report noticeable differences when their spouses migrate, this is far less so for young women who live with their parents-in-law. Our study demonstrates that accounting for a respondent’s position within the household is key to understanding empowerment outcomes of its members.

Scaling impact, enriching lives: HarvestPlus 2024 annual report

In 2024, the Global South continued to face food and nutrition insecurity driven by conflict, economic shocks, forced displacement, and climate extremes. Malnutrition persists at high levels, especially among children, while funding for solutions is declining. A fundamental rethink is needed about how to sustainably meet the food and nutrition needs of vulnerable populations. At HarvestPlus, we are acting urgently to scale up nutrients in diets in Asia, Africa, and South America. By the end of 2024, over 360 million people benefited from more nutritious diets through biofortified foods—a nine percent increase over last year. There is an additional reach of biofortified crops through organizations like International Potato Center (CIP), The Alliance of Bioversity International and CIAT, IITA, and others civil society actors which is heartening to note. We continued to empower women smallholder farmers along the value chain with knowledge, business skills, and opportunities. They are driving change by developing and marketing nutrientenriched foods within their communities, making their local food systems more resilient. Improving the nutrition of children and adolescents is a vital focus of our work. This year, we strengthened local supply chains and facilitated the inclusion of home-grown nutritious crops in school meal programs. As a result, over one million schoolchildren in Asia and Africa had access to meals enriched with biofortified foods. These efforts, combined with our delivery of nutrition education, are shaping healthier, more productive futures. A special thank you to Chef Sanjeev Kapoor for championing this work in India under our Nutri-Pathshala school meal model. Partnerships with CGIAR centers and national agricultural research and extension systems (NARES) enabled the release of 12 new biofortified crop varieties in five countries in 2024. These varieties provide farmers with competitive yields and more nutrients—adding diversity to the agricultural system while enriching the food system. By boosting supply and demand, we are making nutrient-rich foods more affordable, available, and accessible for the most vulnerable. Our delivery models scale innovations like biofortification and other nutritious crops and technologies rapidly and at low cost, ensuring they reach those who need them most and create impact at scale. In Pakistan, over 50 percent of wheat grain production is now zinc-enriched, funded primarily through public and private seed sector investments. In Nigeria, over 10 million people are consuming vitamin A maize on farms, with the private sector playing a major role in its scaleup. Going forward, these delivery models will be deployed through our scaling arm, HarvestPlus Solutions. We are encouraged by strong interest from the private sector in partnering with HarvestPlus Solutions. These partnerships are central to our long-term development work, particularly in the current funding environment. In 2024, we continued to transition HarvestPlus’ delivery and commercialization work to HarvestPlus Solutions and its network of partners. Sustainability is at the core of our approach, where local actors lead local solutions at the last mile. Our progress in 2024 is thanks to the collective dedication and passion of our team, partners, and donors. We have come a long way, but there’s still more to do. With continued support, we can deepen our impact, accelerate innovation, and nourish millions more.

Outcomes and impacts of CGIAR Research Initiatives in Kenya from 2022 to 2024

Kenya hosted one of CGIAR’s largest portfolios of research and innovation from 2022 to 2024, when pooled funding for the CGIAR was distributed through CGIAR research initiatives. This paper synthesizes CGIAR’s contributions to Kenyan agriculture in that period by triangulating two evidence streams: 148 outcomes logged in the CGIAR Performance and Results Management System (PRMS) and 56 impact assessments published as peer-reviewed journal articles. The analysis shows that CGIAR’s work has catalyzed improvements in seed systems, facilitated refinements in agronomic techniques, and encouraged the adoption of climate-resilient, sustainable farming practices and technologies. These contributions have paved the way for increasing crop productivity, while also supporting key livestock innovations that enhance food safety and bolster the resilience of pastoral communities. Robust local partnerships underpinned several policy shifts and helped align many outputs with the Bottom-Up Economic Transformation Agenda (BETA). Yet, important gaps persist. Activities are mainly concentrated in easily reached areas rather than being spread across all agro-ecological zones, and outcomes are recorded in an isolated way, obscuring how separate successes add up to systemic change. Peer-reviewed impact evaluations focused on a different set of impact areas than outcomes reported in PRMS, rarely involve cross-center collaborations, and PRMS entries seldom document how evidence, policy uptake, and multidisciplinary collaboration link together. Looking ahead to the next CGIAR Science Programs phase, the paper urges broader engagement with under-served value chains, deeper cross-program synergies, and closer alignment with Kenya’s BETA and MTP IV priorities to foster inclusive, resilient agricultural growth.

Cost effective options for inclusive agrifood system development in Tajikistan

This paper presents a model-based and data-driven analysis of alternative public investment options for Tajikistan’s agrifood system based on cost-effectiveness in achieving multiple development outcomes. The study indicates that there is no single intervention that is the most cost-effective across all economic and social outcomes, including agrifood GDP growth, job creation, poverty reduction, lowered undernourishment, and improvement in diet quality. Irrigation infrastructure development, R&D in husbandry, and food loss and waste reduction are the most cost-effective investments in the combined economic outcomes, including growth and jobs. In contrast, irrigation, food loss and waste reduction, and seed systems are more effective in the combined social outcomes, including poverty, undernourishment, and diet. Considering time horizons, extension services are more effective in the short run, while irrigation and R&D deliver greater impact over time. Sector variations in the magnitude of effects are also observed among investment interventions. Overall, comparisons across development outcomes, sectoral focus, and timeframes reveal important synergies and trade-offs, underscoring the need for evidence-based tools to guide effective policy and investment decisions.

Weather risks and international migration: Panel-data evidence from Tajikistan

Climate change and increased frequency of abnormal weather are becoming growing threats to people’s livelihood, including in Central Asia. These threats are particularly challenging in Tajikistan, the poorest country in the Central Asia region. Despite the fact that migration is prevalent and remittances account for a significant share of GDP, evidence is scarce as to whether the decision to migrate is driven by weather shocks, whether migration is used as mitigating tool against adverse weather shocks, and how much of the loss in welfare is actually mitigated by such migration. This study aims to narrow this knowledge gap by providing evidence based on a unique panel dataset from one of the poorest and agriculturally dependent regions in Tajikistan (Khatlon province), combined with a detailed set of various climate data. In doing so, we apply a novel approach through the least absolute shrinkage and selection operator (LASSO) to identify key weather shock variables among a vast set of potential variables associated with outmigration decisions in different districts. Our results show that different types of weather shocks are associated with outmigration decisions in different districts within the province, ranging from rainfall, temperatures, drought, and windspeed in different subperiods throughout the year. Regardless, more abnormal weather is almost universally associated with more outmigration, and outmigration significantly mitigates the potentially adverse effects on household consumption and food/nutrition security in the origin households. However, more abnormal weather in the origin location is also associated with reduced remittances per month per migrant sent to the origin location. Thus, the capacity of migration to mitigate against weather shocks is still limited. Combined with migration policies that increase net earnings during migration, supplementary support to enhance climate resilience in home locations, such as climate-smart agriculture and development of the non-farm sector, remains critical.

Patterns of livelihood diversification in farming systems of the Eastern Gangetic Plains

CONTEXT
The Eastern Gangetic Plains (EGP) is a region characterized by smallholder-dominated farming systems, facing rapid socio-economic and environmental changes. Livelihood diversification away from traditional agriculture is increasingly seen as a strategy to enhance resilience, income stability, and food security among these smallholders. However, comprehensive understanding of diversification patterns and their drivers within the EGP remains limited.
OBJECTIVE
This study aims to elucidate the patterns of livelihood diversification in farming systems across the EGP, and identify the key factors driving diversification.
METHODS
Utilizing data from the Rupantar project involving a baseline survey of 1400 households across India, Nepal, and Bangladesh, and a subsequent analysis employing the Simpson's Index of Diversity (SID) to quantify diversification levels. Multivariate regression models were used to explore the determinants of diversification, while disaggregating the analysis by country and diversification components (crop plot, crop non-plot, and non-crop non-plot).
RESULTS AND CONCLUSION
The study revealed moderate levels of diversification across the EGP, with significant geographical and contextual variability. Key drivers of diversification included access to resources, gender, education, market access, and institutional support, with notable differences across countries and diversification types. Specifically, non-ownership of irrigation pumps, female household headship, and engagement in off-farm and non-farm activities emerged as significant predictors of higher diversification levels.
SIGNIFICANCE
This study contributes to a nuanced understanding of livelihood diversification in the EGP, highlighting the complexity of diversification patterns and the multifaceted nature of its determinants and impacts. By identifying specific drivers of diversification, the findings provide valuable insights for policymakers, development practitioners, and researchers aiming to support rural livelihoods in the region. Emphasizing the role of gender, resource access, and institutional support, the study underscores the importance of tailored interventions to enhance the resilience and sustainability of smallholder farming systems in the face of changing environmental and socio-economic conditions.

Global food policy report 2025: Food policy: Lessons and priorities for a changing world

Over the past 50 years, the world’s food systems have evolved tremendously amid major economic, environmental, and social changes. Throughout this period, policy research has played a critical role in providing evidence and analysis to inform decision-making that supports agricultural growth, better livelihoods, and improved food security, nutrition, and well-being for all.

As a special edition marking the Institute’s 50th anniversary, the 2025 Global Food Policy Report examines the evolution and impact of food policy research and assesses how it can better equip policymakers to meet future challenges and opportunities. The report’s thematic and regional chapters, written by leading IFPRI researchers and colleagues, explore the broad range of issues and showcase research related to food systems, from tenure and agriculture extension to social protection, gender, and nutrition to conflict, political economy, and agricultural innovation, and more. As we approach 2050, policy research and analysis will be essential to help end poverty and malnutrition by building sustainable healthy food systems.

Climate change: Understanding impacts on agrifood systems and evaluating policy options

Climate change is a major challenge of our time, with global and far-reaching effects on and from agriculture and food systems. This chapter reviews the evolution of research on climate change, food security, and food systems, reflecting on IFPRI’s major contributions to understanding and modeling climate change impacts and identifying promising policies and investments for mitigation and adaptation.

Nutrition and diets: Research and action, looking back to move forward

The last half-century has seen major changes in the nature of malnutrition around the world, as well as in our understanding of its manifestations and key drivers, the people most affected, and the policies and programs developed to address it. This chapter reviews the evolution of nutrition in both policy and programming, with particular attention to agriculture, food systems, and multisectoral approaches, before looking to future directions for nutrition policy, programming, and research.

This chapter discusses major phases and revolutions that shaped the growth, structure, and importance of FVCs to economies, employment, and diets, as well as policy research issues and contributions, and looks ahead to key trends that will continue to shape FVCs.

Food policy research in low- and middle-income economies: Past, present, and future

Food policy research can help empower consumers, producers, and policymakers to address food systems challenges and make decisions that facilitate healthy, equitable, resilient and sustainable food systems transformation. Lessons from the past 50 years of food policy can better prepare us to move forward to 2050: achieving sustainable and equitable solutions to hunger, malnutrition, and poverty will require a shift in how we study, implement, and evaluate innovations in technologies, programming, governance, investments, and markets. This chapter provides an overview of the thematic chapters of the 2025 Global Food Policy Report, which look at the impact of food policy research on agrifood transformation, sustainability, support to farmers, lives and livelihoods, and governance of food systems, and point to future challenges and opportunities.

Agricultural insurance: Policies and programs for reducing farmer risk

Farm households face many market and production risks to their livelihoods, food security, and economic well-being. Agricultural insurance is intended to help protect households from risk, but many agricultural risks are difficult to insure against and demand for insurance products remains low. This chapter examines how policy-oriented research has encouraged public investment, facilitated farmer use, and improved farmer welfare, and explores how new technologies and approaches are creating opportunities for increasing coverage.

Measuring agrifood systems: New indicators and global estimates

Transformation of the agrifood system is a cornerstone of many governments’ national development plans. This reflects the importance of agrifood systems for the livelihoods and wellbeing of poor populations as well as the continued strong association of agricultural transformation with longer-term economic development and structural change. Agrifood transformation is also key to healthier diets and more sustainable production systems. However, adopting an agrifood system perspective is not trivial—it requires looking “beyond agriculture” when prioritizing policies and tracking outcomes by also considering upstream and downstream agrifood-related activities, such as agro-processing and food distribution. Measuring transformation therefore requires economywide data and innovative metrics. This study introduces two such metrics: AgGDP+, which captures the total value-added across the on- and off-farm sectors of the agrifood system, and AgEMP+, which reflects the employment generated across its various components. It further explains how consistent estimates of AgGDP+ and AgEMP+ were produced for 211 and 186 countries, respectively, over the period between 2000 and 2021, and demonstrates how this Agri-Food System Dashboard—a publicly available resource—can be used to monitor transformation, prioritize investments, and better understand the evolving role of agrifood systems in national economies or at regional or global scales.

Clustering shrimp farms in Bangladesh: A novel effort with mixed outcomes

Organizing smallholder farmers in clusters has been widely promoted as a way to boost agricultural productivity, streamline delivery of extension services, and improve access to markets. In Bangladesh, where shrimp is an important export crop produced largely by smallholders, government and industry view clustering as key to preventing Bangladesh being left behind in an increasingly competitive global market. Bangladesh’s shrimp exports are highly dependent on the hotel, restaurant, and catering (HoReCa) sector in Europe—a small and relatively low value market segment. Gaining access to the much larger and potentially more lucrative retail market segment in Europe and North America requires high quality, traceable, and - increasingly - certified, shrimp, posing a challenging for Bangladesh.

Unlocking agricultural efficiency: A stochastic frontier analysis of smallholder farmers in Rwanda

Agriculture is central to Rwanda's economy, supporting the livelihood of about 70% of the population and contributing significantly to GDP. Smallholder farmers face many production challenges such as limited use of modern inputs, low productivity, and vulnerability to climate change. Despite efforts like the Crop Intensification Program and the Smart Nkunganire System, which aim to en hance access to resources, agricultural productivity remains suboptimal for Rwanda smallholder farmers. This study seeks to identify specific sources of technical inefficiencies among smallholder farmers, focusing on the total value of farmer’s crop output. By using stochastic frontier analysis, a robust quantitative method for separating inefficiencies and random shocks, the study assessed
the overall technical efficiency of smallholder farmers in Rwanda and identified the key factors influencing crop output value. The analysis reveals that fertilizer use, pesticide application, labor, seed use, and land size are key drivers of crop output value. This research further indicates that farmers operate at only 45% of their potential productivity, given the same level of input and technology, highlighting substantial room for efficiency improvements to reach the optimal output value frontier. Furthermore, additional analysis emphasizes the critical role of socioeconomic factors in shaping technical efficiency. The findings highlight the need for targeted interventions to optimize resource utilization, streamline labor allocation and strengthen access to extension services and government initiatives aimed at boosting agricultural production value. These strategies can substantially improve technical efficiency, enabling farmers to achieve optimal crop output values and advancing Rwanda's agricultural development objectives.

Understanding women’s time use in farming communities: Insights from the Women’s Empowerment in Agriculture Index

Agricultural programs targeting women may increase women’s work burdens and shift the distribution of work between productive and reproductive tasks. Complementary information on women’s sense of control over their time highlights additional benefits of agricultural programs beyond changes in women’s workloads. Despite program interventions, gender norms often persist, affecting how communities perceive work intensity and division of responsibilities between men and women. The relationship between women’s time use and nutrition is complex and interacts with mediating factors, requiring a multifaceted approach to program design and evaluation. Evidence linking time use data to nonfarm work is lacking, highlighting the need to leverage WEAI time use data to fill this critical gap.

Detecting cumulative effects of inputs within the flexible production function framework through LASSO shrinkage estimation: Implications for potassium fertilizer use in India

Despite recognition of the potentially significant cumulative effects of input use on annual crop output—such as the effect of applying inorganic fertilizer in one year on crop output in the subsequent year—real-world evidence from smallholder farmers’ fields in lower-income countries remains scarce. We narrow this knowledge gap using unique district-level and farm-household-level annual panel datasets in India. We start with flexible translog production functions, which are well-suited for identifying cumulative effects in farmers’ actual production environments. We then apply shrinkage methods (LASSO and GMM-LASSO) to approximate the production function with reduced parameter dimensions, addressing various challenges such as multicollinearity among multiple inputs, including the same inputs from the current and previous years, and potential endogeneity in inputs. Our results indicate that, throughout the shrinkage process, potassium remains a key predictor of outputs, while other inputs (land, labor, capital, irrigation, and other fertilizer nutrients) drop out. More important, the cumulative quantity of potassium from both the previous and current years is a consistently more critical determinant of production than the quantity of potassium from the current year alone, demonstrating the potassium’s significant cumulative effects. These patterns hold at both the district and farm levels across diverse agroecologies and cropping systems. Furthermore, the dynamic panel data analyses suggest that farmers’ use of potassium in the current year is significantly negatively affected by its use in the previous year, potentially stabilizing outputs across years. Our results support earlier agronomic findings suggesting that the cumulative effects of potassium may be relevant across wider geographic regions than previously thought.

Dataset on the patterns of livelihood diversification in farming systems of the Eastern Gangetic Plains of South Asia

The unmet financial needs of intermediary firms within agri-food value chains in Uganda and Bangladesh

Intermediary firms within agri-food value chains — operating between the farmgate and retailers — typically account for at least as much, if not more, value added as the primary agricultural production sector of the economy, but little is known about how these small and largely informal firms conduct their business. Drawing on a set of innovative surveys implemented amid the arabica coffee and soybean value chains in Uganda and the rice and potato value chains in Bangladesh, we describe the financial activities of these intermediary firms. We document four sets of results. First, across all intermediary actors in our data the overwhelming majority of transactions are cash-based. Second, although many intermediary actors are un-banked, access to financial accounts varies considerably by value chain segment, commodity, and country. Third, while most intermediary actors report using mobile money for personal purposes, especially in Uganda, very few use mobile money to facilitate business transactions. Fourth, although intermediary actors frequently report exposure to risk, very few effectively manage this risk. We conclude by discussing how intermediary agri-food value chain actors represent an underappreciated population for the promotion of new technologies to improve outcomes among both intermediary actors themselves and smallholder farmers.
